Russia crowns its triumphant return to European Council with deputy speaker post

Strasbourg, France – January 28, 2020: Russia’s State Duma Deputy Speaker Pyotr Tolstoi was voted today the deputy speaker of the Parliamentary Assembly of the Council of Europe (PACE).The election the vocal Russian legislator to one of PACEs second-highest posts marked the triumphant return of Russia to the council after withdrawing its participation in the organizations events and payments of multimillion euro dues in protest of the councils anti-Moscow stance on the Crimean issue and the Ukrainian political crisis in general.

Tolstoi, the head of the official Russian delegation to the councils winter session that runs from January 27 to January 31, clenched the post in a two stage balloting, receiving a simple majority of 132 votes out of 249 delegates at the PACE meeting, while 117 votes were cast against him. He could not secure the required number of votes needed to win the post in the first ballot.

The Russian legislator, a high-ranking member of the United Russia, the countrys ruling party affiliated with President Vladimir Putin, will join 18 other deputy speakers from other countries on the PACE leadership hierarchy.
